The County of El Dorado is the Lead Agency, or the governing body that is responsible for review of any specific plans submitted to the County for approval. Supporting the County are consultants to assist with application processing and environmental review.

He has over 30 years of experience spanning all aspects of land development and real estate financing including project and consultant management, entitlement processing, infrastructure planning and financing, and environmental documentation and permitting. Prior to founding the company, Mr. MacDiarmid was the Vice President of Community Development for a major land development company in the Sacramento area. In addition, his earliest experience includes 10 years in real estate lending and capital investment as Vice President of several major lending and capital investment institutions in California.
